Canfield Township plans meeting on waterline extension

CANFIELD — Tuesday’s meeting of the ABC Water and Stormwater District board was as brief as public meetings get at only two minutes long.

But Canfield representative and Township Administra-tor Keith Rogers said there will be more to discuss for his community at the end of the month.

A meeting set for the evening of June 30 will cover plans to extend a main waterline along South Turner Road.

“We have already obtained $1 million through Congressional Direct Spending (through the United States House of Representatives),” he said. “The purpose is twofold. We have 156 homes along that road and some of the water wells are starting to go bad. There’s also a proposed housing development going there with 44 four-plexes, being built by Universal Development. So we’re trying to work with them to get water there to aid in the development of the township.”

Rogers said the meeting will include a short presentation by Verdantas Engineering, which is based in Tampa, Florida, with offices in Mason and Bedford. There also will be representatives from Columbus-based Albers and Albers, a law firm that deals with water and sewer issues and local government law, to discuss different funding options.

Rogers said the plan for now is to take the project as far as it can go with the available funding.

“I’ve already applied through Congressional Direct Spending for phase two money, asking for $2 million, and that made it through 13 subcommittees and is sitting on a desk in Washington, D.C. right now. So, they’re trying to decide what they’re going to fund and we’ll know that later this summer.”

From the intersection of South Turner and Gibson Roads, Rogers said the pipe can be extended about 4,500 feet, roughly to the point where Herbert Road off state Route 46 reaches Turner.

“But we have to go another 1,000 feet to get to the intersection of Turner and Palmyra,” Rogers said. “The idea is that I have a housing development to the west and one to the east, and depending upon who shows the most interest, that tells me whether I turn west or east with the remaining funding we have.

The line could run either to the neighborhoods of Ivy Lane and Chidester Drive or to Calico Lane, Cayman Drive and Caymen Court. Universal Development’s project is right next to the cemetery.

“It depends on the funding and who wants to tie in,” Rogers said. “We already have a 40-year agreement with the City of Youngstown to buy bulk water.”

Rogers and Boardman Township Administrator Jason Loree — Austintown Township Trustee Robert Santos was absent — took both minutes of the meeting to approve the minutes of last month’s meeting and handle two basic housekeeping items. No projects were discussed under the purview of the ABC District, a joint effort of Austintown, Boardman and Canfield Townships, which addresses and seeks solutions to stormwater quality and quantity issues in those townships.

The district is responsible for obtaining a $45 million FEMA Flood Mitigation Grant to correct major flooding issues in Boardman. In September, FEMA released $3.1 million of the $35.3 million it will pay for the project, for the design, engineering and environmental assessment phase of the project. The township will have to find state and local support for the roughly $10 million in matching funds.
