Woman indicted on felonious assault in North Side incident
YOUNGSTOWN — Ciara J. Brown, 35, was indicted Thursday on felonious assault in a March 10 incident on Burlington Street on the North Side in which she is accused of assaulting a woman who uses a mobility scooter.
A Youngstown police report states that police were called to Burlington Street for a fight. A person told police that a group of people was beating up one person.
An officer saw a woman sitting on a mobility scooter bleeding from the face and head area. The officer called for an ambulance. The officer saw a pool of blood just outside of the garage door of the home.
Brown also was present and showed signs of having been in a physical altercation — dirty clothes, blood and scrapes on her hands and knuckles — the report states. The officer tried to talk to the woman on the mobility scooter to ask who had done this to her, but it was hard to understand her because she was emotional.
Also, each time the officer asked the woman what happened, Brown would “interject with various statements that this was (Brown’s) house and that (the victim) didn’t know who assaulted her and that the person who did assault her already left,” the report states.
Because of Brown’s behavior, officers handcuffed her and placed in the rear of a police cruiser. The victim then told police that a woman she does not know had started fighting her. At some point during the fight, Brown jumped in and also started beating her, the report states. The unknown female then left the scene before officers arrived, the victim stated. The victim was taken to St. Elizabeth Youngstown Hospital for treatment.
Another person at the scene stated that he or she had just arrived home to see a physical altercation taking place.
Brown told police that the victim and the unknown woman were hanging out in the driveway when she heard the altercation start. Brown then came out of the home and tried to break it up. Brown said she did not know the name of the other female. Brown also told the officer she was pregnant, at which time the officer removed her handcuffs and asked for another ambulance at the scene.
Brown’s pregnancy was not obvious, the officer noted in the report. She had been detained in handcuffs behind her back for about 5 to 10 minutes, the report states. She was taken to St. Elizabeth Youngstown Hospital.
Brown was charged with felonious assault and arraigned in Youngstown Municipal Court about a month later. Bond was set at $25,000 at her arraignment. Her case was bound over to a Mahoning County grand jury April 21.

l Michael R. Gay, 54, Mahoning County jail, two counts of gross sexual imposition and single counts of importuning and disseminating matter harmful to juveniles.
l Camraun S. White, 25, Parkwood Avenue, grand theft.
l Tyjuan M. Daltorio, 33, Mahoning County jail, operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them — OVI.
l John Randall III, 27, Mahoning County jail, being a felon in possession of a firearm.
