WHAT: Board of education meeting Thursday
PRESENT: Joseph Castor, Joseph Datchuk, Sue Ellen Davis, Vincent Ragozine and Tammy King
The board:
• Heard from Superintendent Bryan O’Hara that the Girard Performing Arts Center is “on the back burner” until school-funding initiatives are solidified. Plans have been discussed in recent years for a complex to be used for graduation, in addition to performing and musical productions at the high school complex.
• Entered into a design build services agreement with Gardiner Service Co. to replace three boilers at the high school building this summer at $628,101.
• Approved use of facilities for Tri-County Sports Complex Inc. to conduct soccer training at the football stadium, in which district student-athletes participate.
• Approved use of facilities to Altronics LLC, which is sponsoring “Wings for Life Run.” All proceeds go directly to spinal cord research.
• Approved an agreement with United Way of Youngstown for the Success by 6 program, which is offered in the summer and prepares students for school.
• Received a safety grant for $6,793 from the Ohio Attorney General’s Office.

WHAT: Village council meeting Thursday
PRESENT: Sean Schmidt, Kerry Reckard, John Metzinger, Kyles Joynes, Chad Jones, Don Smith and Mayor Ray Lewis
Council:
• Announced Beautification Day will be May 7 with high school students cleaning and beautifying the village.
• Approved an agreement with RT Vernal of North Lima at $168,570 for a street paving project, which includes paving Nebraska, Dakota and Utah avenues. Reckard said that before paving is done on Nebraska Avenue work will be done to repair sanitary sewers.
• Gave first reading to placing a 1.5-mill tax renewal levy on the November general election ballot to provide funds for village operations.
• Heard from Lewis, who met with representatives of the Youngstown Foundation, about grants for the village and also with the mayor’s association on Flock cameras to address traffic issues and locate vehicles.
• Announced the village’s firefighter homecoming festival will be June 25-28 at the park.

WHAT: Township trustees meeting Tuesday.
PRESENT: Steve Gerberry, Rich Harkins and Ed Whittaker.
Trustees:
•Approved applying for $500,000 Rural Development Community Facilities Grant through community project funding through Congressman Dave Joyce’s office. Funding would be used to complete HVAC and roofing upgrades at the township administration building.
•Heard from Gerberry that work by Miller Yount Paving has begun on the pickleball courts at the park with funds for the project provided by the county commissioners.
•Announced paving work will begin on County Line Road and Webb Road. It is an Ohio Public Works Commission project.
•Set Memorial Day ceremony for 9 a.m. May 26 at the community park.
•Donated $100 to the Mineral Ridge Volunteer Fire Department Association for support of Memorial Day decorations at the graves of former firefighters.
•Donated $300 to Scout Troop 83 and $100 to the Girard American Legion in support of Memorial Day ceremony preparations for placing more than 1,400 flags and markers at veterans’ graves in township cemeteries.
•Approved renewing membership with the Ohio Department of Administrative General Services Division Office cooperative purchasing program at an annual fee of $100.
•Reminded residents that open burning is not permitted in the township.
•Reminded residents to remove decorations from the cemeteries by April 30 so township work crews can do spring cleaning.
•Announced spring cleanup in the township is the week of April 28, with residents to place materials curbside on the same night as their garbage pickup.
•Announced community document shredding will be 8 to 10 a.m. May 3 at the park.

WHAT: Village council meeting Wednesday
PRESENT: Sean Schmidt, Kerry Reckard, John Metzinger, Kyles Joynes, Chad Jones, Don Smith and Mayor Ray Lewis
Council:
● Gave final reading to place a 1.5-mill, five-year renewal tax levy on the November ballot to generate $28,000 for the general fund. The levy generates funds set in 1977 with no increase in taxes.
● Gave second reading accepting the bid of RT Vernal for the street paving this summer of Nebraska and Utah avenues and part of Dakota Avenue. Work will be completed this summer.
● Set Easter egg hunt at 1 p.m. April 13 at the park.

WHAT: March trustees meeting.
PRESENT: Dave Tomaino, Wendy DiBernardi and Edward Villone.
Trustees:
•Approved purchasing access key fob locks from Motorola.
•Approved invoicing Wavecut Open Cut for repairs based on the original permit standards.
•Approved the fire dispatch updated contract with the Mahoning County 911 Center via the Austintown-Boardman-Canfield Communications District.
•Approved paying $940 for the Ohio Bureau of Workers’ Compensation premium.
•Approved the lease agreement for the recycling site at $5,250.
•Approved yearly ladder testing for the fire department at a cost of $1,421.25.
•Requested additional information on the Engine 500 repairs and requested an assessment and quote for the problem with aerial and PTO on ladder 500.
•Accepted the background check approval on fire department employees Dave Dunn Sr. and Dave Dunn Jr.
•Approved repairs to the yellow dump truck at Alliance Motors for electrical work at $1,582.52.
•Approved the replacement of front calipers and brake hoses at Stratton Chevrolet for the red dump truck at $785.78.
•Received estimates for rental of a roller from Leppo Rentals and Seal Master for machine and mastic material.
•Approved amending the charges to $33.86 per hour for body camera and video public records requests.
•Approved the cost of training of $2,700 from the Ohio Tactical Officers Association for the cost of training aids and safety equipment.
•Approved the drafting of language of “Standard Work Week,” adding the standard work period for all full-time police officers shall be 80 hours per pay period.
•Approved three applicants to present a Provisional Offer of Employment to continue the pre-employment process for Emily Burnham, Joseph Nenadich and Brandon Scott.
•Approved refunding $681 to Sam Pitzulo Homes for an overcharge.
