NEOCC inmate tells YPD of theft and sexual assault

YOUNGSTOWN — A male inmate at the private Northeast Ohio Correctional Center, 2240 Hubbard Road, was physically and sexually assaulted, tied up and robbed in the prison Saturday, according to a Youngstown police report.

A Youngstown police officer took information for a report Sunday. The inmate stated that two other inmates entered his cell about 4:30 p.m. Saturday and advised they would kill him if he did not give them money.

They tied him up and “poked” him with a knife, and kicked and punched him, the report states. He was forced to state defamatory things about his dead friend and to “Free Big Baby.” After that, he was forced to contact his girlfriend and two brothers, who sent $3,490 altogether to his CashApp account. The attackers then left.

The inmate was discovered the next morning when the inmate’s family called in a welfare check on him and he was discovered by corrections officers, the report states.

The prison gave the Youngstown officer a copy of the report filled out by prison staff. The report states that when they checked on the inmate, they found him with two “visibly bruised eyes.” The inmate told corrections officers he needed to be moved or he would be stabbed.

The report states that the inmate was moved to safety. Once he was out of that unit of the prison, he advised that he had been sexually and physically assaulted.

He was assessed by medical staff who found that the inmate had two swollen eyes, a possibly fractured hand and a “scratch / abrasion” to his upper thigh.

The man did not receive hospital treatment for his injuries, the Youngstown officer was told.

At one point, prison staff asked the Youngstown police officer whether he thought the inmate should be treated at a hospital, but the officer said he was not the person who should make such a decision.

Later, the inmate advised medical staff that he was stabbed in a private area. The Youngstown officer asked prison staff to notify him if the inmate was later determined to need hospital treatment.
