Panel approves changes to ACLD, Rite Aid

Former drug store to become adult day care center

YOUNGSTOWN — The city’s design review committee approved an expansion project for the ACLD School & Learning Center and for a former Rite Aid on Market Street to be converted into an adult day care center.

The committee approved plans for both projects Tuesday.

ACLD at 118 E. Wood St. is planning a two-story, 1,867-square-foot expansion building. The organization seeks to meet the academic, social and emotional needs of individuals with learning and / or developmental difficulties. Its current location is 3,407-square feet.

“We’ve grown out of our space tremendously,” said Erica Brown-Fire, ACLD’s director.

The school, which is grades 1 to 8, has about 65 students, she said.

The new building, to be constructed next to the existing one, will add space for classrooms, administrative offices and a place to meet, as well as for storage.

The committee also gave the go-ahead to LIFE-NWPA (Living Independence for the Elderly-Northwest Pennsylvania) to open an adult day care center at 2701 Market St. and make improvements to the exterior of the property.

The building was a Rite Aid until the company, which is going through bankruptcy and shuttering many of its stores, closed it late last year.

LIFE-NWPA, based in Erie, Pa., has adult day care centers in three states and is expanding to Ohio with the Youngstown location being among its first in the state.

The Youngstown facility will have doctors, nurses and therapists, as well as provide a place for seniors to socialize and eat.

With LIFE-NWPA working to finalize a name for the location, the design review committee postponed a Tuesday vote on approving a new sign for the facility.

Also Tuesday, the committee approved permitting the DeYor Performing Arts Center, 260 W. Federal St., to replace its roof.

The committee oversees all exterior projects in the downtown and uptown areas.
