Girard to have state make repairs on 1-80 bridges

GIRARD — City officials will have the state do work on three bridges in the city with costs to be covered 100% by the state unless additional work is needed.

Safety-Service Director Jerry Lambert said at Monday’s city council meeting the Interstate 80 bridges are the one over Mosier Road, the bridge over Norfolk Southern and CSX railroad tracks, and the bridge over U.S. Route 422.

Council approved proceeding with an agreement with the Ohio Department of Transportation for deck sealing work. Lambert said the state will cover 100% of the cost for the inspections and work, but if there is additional work needed beyond the safety improvements, then the city would have to chip in.

Second Ward Councilman Mark Standohar, chairman of the streets and sidewalks committee, said ODOT officials will first inspect the bridges and will provide a report to city officials on what is recommended.

“This project will help secure and seal the bridges and make sure they are in good shape and everything is done properly,” Standohar said.

He said officials would like to get the work done before winter.

SPEED CAMERA FUNDS

In other business, council gave second reading to disbursement of the speed camera fines to include 3% to be used for the Wellman Theater project on West Liberty Street. The 3% is being taken from the 58% designated to the general fund.

Auditor Julie Coggins said as of the end of September, the revenue from the cameras is at $1,257,025.

The allocation of the funds would be 55% for the general fund, 18% streets, 14%recreation, 5% in safety fund, 5% in capital improvement and 3% for the Wellman Theater.

Councilwoman-at-Large Lily Martuccio requested an additional 1% be used for the bike trail.

Council will give final reading on the allocations at the Nov. 27 meeting, which may be modified to include the 1% for the bike trail, Coggins said.

OTHER BUSINESS

Also, Lambert said bids will be sought again for construction of a salt barn. He said the work needing done on the salt barn is estimated at $330,000, which is in addition to the cost of the building.

Three bids previously received were all over $430,000.

Lambert said the city was approved for the Tibbetts Wick pump station project, which will cost $700,000 with funding by Eastgate Regional Council of Governments covering most of the costs. He said the city’s share for the pump station project is $322,000.

Lambert said the Mosier Road waterline project under Interstate 80 will be delayed until 2025.

Also, Mayor-elect Mark Zuppo announced that once ballots are certified by the Trumbull County Board of Elections from the Nov. 7 general election, he will be naming Sal Ponzio, a retired firefighter, as the new safety service director starting in 2024.
