CANFIELD -- Canfield City Council unanimously approved annexation of a 1.993-acre lot at 7320 W. Akron-Canfield Road and Palmyra Road at its meeting last week. The property is the location of Youngstown Tile and Terrazzo Company.
The first resolution was for consent to the proposed annexation by petitioner Paul Sherba. The second resolution involved the services the city will provide on the property which includes water and sewer, police protection, road maintenance and other services currently provided to the residents of the city.
"Any property owner who files to annex with the county, we get notified of," said city attorney Mark Fortunato.
Fortunato said city council must then agree to accept it and pass a resolution to provide the services.
City Councilman Chuck Tieche asked what the intent was for annexing, and Councilman John Morvay said the septic system needs replaced and that could run as high as $40,000-$50,000.
Morvay said the annexation would be a Type 2 annexation, which means the property owner becomes a resident of both the township and the municipality to where the property will be annexed. It also means the city can collect city income tax from the business and the township can collect property tax.
With both resolutions approved, the issue will now go back to the county for final acceptance.
On a different issue, resident Robert Blott questioned the amount the city pays for leaf collection and the number of man hours it takes.
Morvay told him city council approved up to $50,000 in the budget to hire a leaf pickup company and the city crews and pickup would probably add another $50,000, totaling $100,000 for leaf pick up.
Blott questioned the service, but police chief Chuck Colucci said it is cheaper to pick up the leaves as opposed to clearing out clogged sewers that can cause backups.
"And this town wants leaf pick up," Colucci said.
Mayor Don Dragish added, "We do have a lot of trees. After all, we are a Tree City."
