Escape nets woman felony charges

37-year-old city resident still at large

LISBON — The Youngstown woman accused of escaping the Eastern Ohio Correction Center, stealing a car and injuring the owner during her getaway Saturday will face felony charges of escape and theft when she’s caught.

Lisbon police have filed charges in Columbiana County Municipal Court against Ashley Croley, 37, for fourth-degree felony theft. She’s accused of stealing a blue Chevrolet Cobalt owned by Timothy Felt, and for fifth-degree felony escape for leaving the community-based correctional facility by allegedly scaling a fence.

Lisbon police Chief Mike Abraham said his department is working with the U.S. Marshals Service.

“We have the marshals following up on a few leads we have, checking the Youngstown area,” he said, adding everybody’s keeping an eye out for the car and Croley.

Croley appeared last month before Columbiana County Common Pleas Judge Scott Washam for a probation violation on a drug charge. He continued her probation, but ordered she be sent to the EOCC in Lisbon for up to six months as part of her community control.

According to Abraham, the police became involved at 5 p.m. Saturday when it was reported a woman stole a man’s car and ran over his foot in the parking lot of East of Chicago Pizza on North Market Street, across the street and up the hill from the EOCC. Abraham said a witness told police that Croley said she “hopped the fence” at the EOCC. The fence surrounds the back of the building and has razor wire at the top from when it was the county jail.

From there, she walked up the street to the pizza shop where Felt had parked his car and gone inside to pick up his food, reportedly leaving the keys in the ignition, Abraham said.

He noted that additional charges may be pending against Croley related to the foot injury to Felt when she allegedly ran over his foot while stealing his car. He was transported to East Liverpool City Hospital and treated.

The license plate for the vehicle is listed as JLU4699.

Described as 5 feet 5 inches tall, 130 pounds with blonde / brown hair and blue eyes, Croley was last seen wearing a bright orange tank top and black shorts. The EOCC reported she was wearing a gray shirt with black trim, black leggings with pink stripes and black sneakers when she escaped.

The EOCC operates the women’s facility on North Market Street at the site of the former county jail, along with a men’s facility in Wintersville, providing judges with an alternative to prison for sentencing or probation violations. Defendants placed on probation may have to serve up to six months at the EOCC as a term of community control, giving them structure and programming, including educational and treatment opportunities.

Croley had entered a guilty plea to aggravated possession of drugs, a fifth-degree felony, in February and was placed on probation for possessing methamphetamine on Aug. 5, 2022. Just two weeks later, the prosecution filed a motion for a probation violation against Croley. She was supposed to appear for a hearing in April, but didn’t show up, leading to a warrant for her arrest. She was taken into custody in June, leading up to the hearing in July when Washam continued her probation to Aug. 9, 2024, with the EOCC requirement.
