Boardman officials OK summer paving contract

BOARDMAN — Township trustees this week approved a $1 million contract to pave residential roads this summer.

The $1,094,922 contract with Zanesville-based Shelly & Sands meets the terms of the township’s annual resurfacing program, a 1965 plan that established a rotating maintenance schedule for Boardman’s 144 miles of roadways not under the state or county’s care.

Road Superintendent Marilyn Sferra Kenner said the official start date has not been determined, but paving will begin in early August and residents will be notified a few days in advance of their street being paved.

The streets to be paved are: St. Albans Avenue, Yakata Dora Drive, Little John’s Place, Heather Creek Run, Loch Heath Lane, Red Grouse Court, Black Friar Lane, Laverne Avenue, Anderson Drive, Donmar Lane, Sylvia Lane, Mill Trace Road (between Truesdale and Lockwood), Oak Knoll Drive (between Overhill and Forest Hill), Shadyside Drive (east), Clifton Drive (east), Terrace Drive (east), Homestead Drive (east), Thalia Avenue, Trenholm Road, Crestline Place, Forestridge Drive, Appleridge Circle, Trailwood Drive (between Applewood and Bristlewood), California Avenue, Tod Avenue, Nevada Avenue, Glenwoods Court, Stadler Avenue (south of Washington Boulevard), Oak Avenue (parallel to Southern Boulevard), and Presidential Drive.

“We’re trying to continue to pave in areas where we’ve already paved recently so that we can get those entire neighborhoods completed,” Kenner said. She said the paving contract is awarded annually to the lowest bidder, and that Shelly & Sands has done the work for Boardman in the past. The cost of the contract will be partially covered by a $224,000 Ohio Public Works grant. Boardman will cover the rest from its share of the sales tax levy Mahoning County residents approved in 2021.

Roads covered by the grant and those covered by the sales tax will be on two different schedules, but work on both schedules will begin at the same time and the contractor has 60 days to complete the full project.

Kenner added that the township also will pave Meadowbrook Avenue between Southern Boulevard and Afton Avenue, using a $100,000 Community Development Block Grant from Mahoning County commissioners and matching the total cost with $76,145.50 of sales tax revenue. The township’s $57,900 crack sealing program also is being funded by sales tax.

“We have 144 miles that we maintain, so it’s difficult to get everything done,” Kenner said, “but the sales tax is going to help along with the grant funds, which we’ve been very successful in seeking.”
