Boardman man indicted in assault, kidnapping

Charged with beating girlfriend March 12

YOUNGSTOWN — Robb C. Arent, 48, of Boardman was indicted this week on kidnapping, felonious assault, disrupting public services and domestic violence.

Boardman police said they were called to a home in the 700 block of Indianola Road at 4 a.m. March 12, where a woman told police she is Arent’s girlfriend and that he hit her in the face and head during an argument. She said he would not let her leave and began to strangle her.

The woman’s face was “incredibly swollen to the point where she was unrecognizable,” according to a Boardman police report. There was bruising around both eyes, lips, cheeks, forehead and neck, police said.

The woman was taken to a hospital. A child in the home was not injured.

Arent has remained in the Mahoning County jail since March 12, according to jail records. If convicted, he could get about 20 years in prison.

Also indicted was Eduardo Pagan, 45, of Oak Street, on 15 counts of pandering obscenity involving a minor or impaired person. If convicted, he could get about 20 years in prison.

The Mahoning Valley Human Trafficking Task Force arrested Pagan Feb. 23 at his home and placed him in the county jail.

According to a news release from Youngstown police, a search of his home uncovered numerous electronic devices that were seized for further analysis. Detectives and patrol divisions supported by the U.S. Marshals Service and Ohio Bureau of Criminal Investigations did the search.

The release states law officers had been investigating Pagan for several months after receiving numerous cybertips about possessing and potentially distributing child pornography.

Also indicted was Dean J. DeMain, 52, Orlo Lane, Boardman, on charges of unauthorized use of the Law Enforcement Automated Database System and unauthorized use of computer, cable or telecommunications property.

He is a former Youngstown State University police dispatcher and the charges date to 2018. The database is used by law enforcement to look up the backgrounds of people.

Stokes, 39, Hilton Avenue, fentanyl related compound trafficking; fentanyl-related compound possession; having weapons while not allowed; cocaine trafficking; cocaine possession; aggravated drug trafficking; aggravated drug possession; drug trafficking; drug possession; and illegal use or possession of drug paraphernalia. The charges have specifications of forfeiture of money in a drug case and specifications of forfeiture of property.

• Darien R. Thompson, 27, Scott Street, fentanyl related compound possession; cocaine possession; drug possession; and illegal use or possession of drug paraphernalia. The charges have a specification of forfeiture of money in a drug case, or specification of forfeiture of property, or both.

• Keith D. Moore, 60, Chicago Avenue, improperly handling firearms in a motor vehicle and operating a motor vehicle under the influence.

• Cody A. Powell, 33, East Ohio Avenue, Sebring, grand theft of a motor vehicle and theft from a person in a protected class.

• Gary D. Powell, 39, Mahoning County jail, two counts of failure to comply with the order of a police officer and single counts of grand theft and theft from a person in a protected class.

• Latonya D. Craft, 30, Meadowbrook Avenue, Boardman, having weapons while not allowed, violating a protection order, improperly handling firearms in a motor vehicle and aggravated menacing.

• James E. Bevly Jr., 42, East Florida Avenue, tampering with evidence, breaking and entering, obstructing official business and criminal damaging or endangering.

• Shamar T. Bell, 23, North 4-Mile Run Road, Austintown, having weapons while not allowed, improperly handling firearms in a motor vehicle and cocaine possession with a firearm specification.

• Isaac A. Bethel, 20, Hudson Avenue, failure to comply with the order of a police officer, contributing to the unruliness or delinquency of a child, obstructing official business and illegal use or possession of drug paraphernalia.

• Ty’lend J. Lewis, 21, Hadley Lane, Austintown, failure to comply with the order of a police officer, drug possession and obstructing official business.

• Quin’daz V. Stubbs, 26, Hamilton Street Southwest, Warren, two counts of felonious assault, each with firearm specifications; having weapons while not allowed and tampering with evidence.

• Patrick Patterson, 30, last known address Willis Avenue, arson registration violation.

• ONeil E. Dean, 45, West Philadelphia Avenue, corrupting another with drugs, aggravated drug possession with a specification of forfeiture of money in a drug case; and two counts of aggravated drug possession with a specification of forfeiture of money in a drug case; and two counts of aggravated drug trafficking.

• Robert A. Harroff, 34, Columbiana County jail, aggravated drug possession and two counts of receiving stolen property.

• Shawntai M. Beiling, 33, East South Range Road, North Lima, aggravated drug possession and receiving a stolen purchase article or articles.
