City woman who dragged dog down the street pleads guilty

YOUNGSTOWN — Mechelle E. Kelly, 56, of Jacobs Road, pleaded guilty Tuesday in Mahoning County Common Pleas Court to cruelty to a companion animal.

Kelly was indicted on the charge June 16. Animal Charity of Ohio says Kelly dragged a chained dog down the street with her car May 29. She could get up to a year in prison.

According to Animal Charity of Ohio, Youngstown police and Animal Charity were called to Youngstown’s East Side after a witness reported seeing the female mixed-breed dog named Oreo being dragged about 100 yards down the street at 35 mph.

Afterward, the dog was chained up in the backyard. The dog was missing all of her nails on one paw and had serious abrasions on all of her legs, stomach and lower jaw, officials said.
