Boardman man indicted on child porn charges

YOUNGSTOWN — A Boardman man is facing more than a dozen charges of child pornography after a grand jury indicted him last week.

Lance Derrick, 35, of Red Fox Drive, was indicted on 15 counts of pandering obscenity involving a minor, all fourth-degree felonies. He will be arraigned sometime in the next few weeks and was released from the Mahoning County jail after posting a $7,500 bond with the stipulation that he does not access the internet, court records show.

He was arrested in early August after Boardman police, the Mahoning County Sheriff’s Office and the Ohio Bureau of Criminal Investigation executed a search warrant at his home. The investigation was prompted by a tip from BCI’s Crimes Against Children Unit, according to Boardman police Chief Todd Werth.

Also indicted last week was a Mainesville man accused in the 2019 rape of a teenage girl in North Jackson.

Shavkat Abshukurov, 40, was indicted on two counts of rape, one count of kidnapping, two counts of unlawful sexual conduct with a minor and two counts of gross sexual imposition. He was arraigned on the charges Friday and was released after posting a $75,000 bond, court records show.

Investigators said they used electronic data analysis to help them make the arrest, which stems from an investigation that began Aug. 12, 2019, when the girl alerted a clerk at Truck World on Bailey Road off Interstate 76 that she had been raped inside a commercial truck on the entrance ramp to 1-76, according to a news release from the Ohio State Highway Patrol.

Troopers were unable to locate a commercial vehicle that matched the victim’s description, but they did locate an area on the ramp where a vehicle had been sitting stationary for an extended period of time, the release states.

After looking through surveillance footage from the truck stop and looking for a DNA match, the troopers, working with Ohio BCI, were unable to find any matches for the DNA. Attempts to find familial DNA produced distant relatives that investigators reached out to, but they were not able to narrow down their search to find a suspect, the release states.

In 2022, the use of the electronic data helped narrow down a location, date and time frame for when the incident occurred that led to the arrest.

Others indicted and due in court over the next several weeks are:

• Mark J. Dupuis, 27, New Iberia, La., one count each attempted unlawful sexual conduct with a minor, importuning and possession of criminal tools;

• Brian J. Reed, 71, Chicago, Ill., unauthorized use of a motor vehicle, contributing to the delinquency of a minor and obstructing official business;

• Michael L. Kostic III, 38, North Benton, menacing by stalking and two counts telecommunications harassment;

• Christopher R. Hunter, 42, Conneaut, felony OVI;

• Brandon J. Crespo, 25, Fifth Avenue, Youngstown, breaking and entering, possessing criminal tools and safecracking;

• Dijonae L. Stewart, 24, Willow Court, Youngstown, cocaine possession;

• Willie L. Oliver, 52, Alameda Avenue, Youngstown, cocaine possession and possession of a fentanyl-related compound;

• James L. Pippin, 66, Cambridge Avenue, Youngstown, cocaine possession and possession of a fentanyl-related compound;

• Marcus L. Kennedy, Goleta Avenue, Youngstown, having a weapon when not allowed and discharge of a firearm on or near prohibited premises;

• Jovon R. Williams, 30, CCA, Youngstown, having a weapon when not allowed;

• Erin L. Carter. 41, Ashton Avenue, Sharpsville, Pa., telecommunications fraud and identity fraud;

• Elizaebth E. Gross-Grace, 23, Mahoning County jail, aggravated drug possession, possession of a fentanyl-related compound, breaking and entering, possessing criminal tools and illegal use or possession of drug paraphernalia;

• Justin M. Peek, 26, Mahoning County jail, aggravated drug possession, possession of a fentanyl-related compound, breaking and entering, possessing criminal tools and illegal use or posession of drug paraphernelia;

• Alarria S. Marshall, 34, Mahoning County jail, grand theft of a dangerous ordnance, theft from a person in a protected class, having weapons when not allowed, safecracking and possessing criminal tools;

• David E. Whitt, 26, Loretta Avenue, Youngstown, having weapons when not allowed and receiving stolen property;

• Talawrence T. Howard, 21, Medford Avenue, Poland, possession of a fentanyl-related compound and escape;

• Charles L. Carson, 65, Staatz Drive, Austintown, aggravated trespass, aggravated menacing and criminal damaging;

• Kwami N. Williams, 21, Birch Trace Drive, Austintown, two counts corrupting another with drugs, three counts unlawful sexual conduct with a minor and sexual imposition;

• Mark C. Shepherd, 30, Chicago, Ill., aggravated drug possession with a forfeiture specification and possessing criminal tools;

• Derek L. Washington, 33, Butler County Prison, receiving stolen property;

• Tavaris D. Mills, 35, Fort Lauderdale, Fla., receiving stolen property and misuse of credit cards;

• Christopher Charlestin, 20, Lighthouse Point, Fla., receiving stolen property and misuse of credit cards.
