Man, 29, charged with fleeing, hitting vehicle

YOUNGSTOWN — Khamray J. Bonner, 29, of Kensington Avenue is due back in Youngstown Municipal Court on Friday to face charges of felony fleeing and eluding and misdemeanor failure to stop for an accident after leading police on a chase.

Police said the incident began at 12:56 p.m. Aug. 10 at Delaware Avenue and Griffith Street on the North Side when a driver in a 2010 Dodge Ram truck in front of a police cruiser failed to completely stop at a stop sign.

The driver also committed a second violation at the next intersection, police said, and officers activated lights and siren. The vehicle initially stopped, but when officers stepped out of their vehicle, the truck went forward again.

An officer saw the driver’s whole face in his side mirror, according to a report. The driver fled at high speed, continuing into the East Side, ignoring traffic signals and reaching speeds of up to 75 mph and eventually heading into the Liberty-Hubbard area. The chase lasted about 10 minutes.

The vehicle left the road three times, and once the driver did a U-turn in a residential yard in an attempt to evade officers, the report states. The pursuit was terminated on Lansdowne Boulevard near Atkinson Avenue on the East Side. The vehicle continued north on Lansdowne, losing control while trying to turn onto Applegate Road and striking a 2010 Ford Escape. The impact injured the driver, Charles Lee, who was treated at the scene by ambulance personnel but refused to be transported to a hospital.

The fleeing truck was registered to Bonner, whose photo in a police database matched the face the officer had seen in the truck’s side mirror, the report states.

About 4:42 p.m. Wednesday, a woman reported finding a loaded handgun on the sidewalk in the 200 block of Fairgreen Avenue on the North Side. The woman said she collected the gun because of children being in the area. Officers obtained it from the woman.

On their way back to the police station, officers learned that the woman found a second firearm not far from the first one. This was not loaded. Police took possession of this one also. An officer also found a bullet magazine nearby.

All of the items were in the “exact path” that the suspect in the Ram truck had taken during the chase, the report states. Officers recalled having to wait for traffic in the area where the guns were found, which gave the suspect time to throw out the weapon, the report states.

Bonner was not allowed to possess firearms because of two February 2021 felony drug possession convictions, the report adds.

Officers went to Bonner’s home Friday and arrested him on warrants on the fleeing and failure to comply charges. He was arraigned in Youngstown Municipal Court on Friday and pleaded not guilty to the failure to stop, and no plea was required on the fleeing charge. Bond was set at $6,000, which he posted Monday and was released from the Mahoning County jail.

On Tuesday morning Bonner was in Mahoning County Common Pleas Court for a hearing on whether Bonner’s new charges are a violation of his probation on his drug convictions. He stipulated to there being probable cause that he committed a violation, and a hearing will be 10:30 a.m. Sept. 20 before Judge Maureen Sweeney to determine whether to revoke or extend Bonner’s probation.

His next hearing on the alleged fleeing and failure to stop after an accident is 9 a.m. Friday in Youngstown Municipal Court.
