Youngstown man indicted in July chase

Killed boy in 2011 accident

YOUNGSTOWN — A man who was sentenced to eight years in prison in 2013 for a 2011 chase and crash that killed a boy, 9, in 2012 has been indicted on failure to comply with the order of a police officer.

Michael A. Finley, 28, of Willis Avenue, was also indicted on vehicular assault in a July 31 incident in Youngstown. His indictment states he caused serious physical harm to a woman while recklessly operating a motor vehicle July 31.

If convicted of the charges, he could be sent to prison for about six years.

According to Youngstown Municipal Court records, Finley also was charged with drug possession and obstructing official business in the July 31 incident, but those charges were dismissed in municipal court when Finley waived a preliminary hearing and allowed the case to be bound over to the grand jury.

Several traffic offenses were bound over, including failure to control, driving under a license suspension and failure to obey traffic control devices, but he was not indicted on those.

Finley was sentenced to prison in 2013 for a July 14, 2011, crash on the South Side that killed Da’Shaun Johnson, 9, while Finley was being chased by Youngstown police, according to Vindicator files. Finley was 18 at the time.

Also indicted was Dr. Prasad Karipineni, 81, of Starrs Center Drive, Canfield, on two counts of illegal processing of drug documents. The charges are low-level felonies. If convicted, he could get a couple years in prison.

He is accused of making a false statement regarding a prescription he wrote from July 31, 2014, to Jan. 21, 2015, for a woman without maintaining a patient file on her, according to his indictment. He also made a false statement regarding a prescription he wrote between Oct. 31, 2014, and April, 17, 2015, for the same woman without maintaining a file on her, his indictment alleges.

The woman, Jennifer Rich, 40, of Edinburg, Pa., pleaded guilty last month to multiple counts of illegal processing of drug abuse documents and was allowed to enter a program called intervention in lieu of conviction, in which she can have her convictions eliminated if she successfully completes a program under the supervision of the Mahoning County Adult Parole Authority.
