Man who used needle as weapon to be evaluated

YOUNGSTOWN — Judge R. Scott Krichbaum has ordered a man accused of sticking two employees of St. Elizabeth Youngstown Hospital with a hypodermic needle to be evaluated for competency to stand trial, and a determination of whether he was sane at the time of the alleged offenses.

Attorney Paul Conn requested the evaluations Wednesday, five days before Justin G. Traylor, 48, was scheduled to go on trial on two counts of felonious assault and single counts of abduction, obstructing official business and resisting arrest for a July 17 incident.

The late request did not make Krichbaum happy, and he asked Conn during a hearing Wednesday why Conn had not anticipated the need for an evaluation earlier.

Conn said Traylor, who has a “long history” of mental health issues, “seemed to be OK when I spoke with him at the jail” earlier.

But Traylor has been “hearing voices” and seeing things not really there and has been on suicide watch at the jail, Conn told the court. He also was diagnosed with schizoaffective disorder, bipolar disorder and an anxiety disorder in the past, Conn said.

The judge said he wants the results of the evaluation within 30 days and said the trial and other events in the case will be postponed.

Traylor, whose address is the Mahoning County jail, was a patient at the hospital and was having blood drawn when he snatched the syringe a phlebotomist was using and held her against a wall with the needle to her neck, according to a police report.

He stuck the phlebotomist and a male nurse after the male nurse came to the phlebotomist’s aid. Traylor is also accused of fighting with police who responded to the episode.
