Hubbard man arrested, violated parole 3rd time

GIRARD — A Hubbard man is facing multiple charges following a Wednesday incident that violated his parole for the third time.

James Feltner, 30, of 118 West Park Ave., Hubbard, is facing charges of assault, two counts of aggravated criminal trespassing, two counts of aggrivated menacing and menacing.

According to a police report, Girard police were called to 58 Gordon St. about 4:45 p.m. for a disturbance call, but found two men prepared to fight. When officers approached, one of the men jumped in his truck and took off, but hit railroad ties infront of a house, which caused him to stop.

When officers got to the truck, they told him to turn off the vehicle, but he “did not understand,” the report states. Officers turned off the vehicle and the man was identified as Feltner. When officers were speaking with him, Feltner smelled of alcohol and admitted to drinking earlier in the afternoon. He quickly became agitated and disorderly, so he was detained for officer safety.

It was at this time another person came to get Feltner off her. The man who came to help told police he saw Feltner driving up and down the road, squealing his tires at a high rate of speed. The man heard commotion, came outside and found Feltner stomping the victim’s leg. After getting Feltner off the victim, Feltner came onto the man’s property and tried to get into his residence saying he was going to kill him, the report states.

Other neighbors and subsequent victims told police that Feltner came to the neighboring property and threatened to kill them also. One of the women pepper-sprayed Feltner to get him off the property, the report states.

Feltner was then arrested and taken to Girard Police Department, but because of his erratic behavior, he was unable to be fingerprinted. He was then transported to Trumbull County Jail, where he remains with no bond because the incident violated the terms of his probation.

According to court records, Wednesday’s incident is the third time in at least seven months he has violated the terms of his probation from a previous incident that occurred almost exactly a year ago. For the probation hearing, Feltner is due in court at 9 a.m. March 25, and for Wednesday’s incident, he is due in court at 9 a.m. March 10 for a pretrial.
