Prison guard charged in sex, bribery scheme

YOUNGSTOWN — A prison guard at the private Northeast Ohio Correctional Center off Hubbard Road faces four federal charges after authorities accused her of having sex with an inmate, and taking bribes to bring contraband into the facility.

According to the indictment from the U.S. Court for the Northern District of Ohio, guard Barbara Davis engaged in a sexual act with an unidentified federal prisoner incarcerated at the Hubbard Road facility.

Davis also is accused of receiving a $20,550 bribe from an Ohio woman who also has been charged by the federal government in a related case.

The document states that the guard was paid to sneak in a cellphone and some tobacco to a prison inmate.

The alleged crimes took place between Nov. 13, 2017, and Nov. 7, 2018, according to the indictment.

The U.S. Marshal Service contracts with the Northeast Ohio Correctional Center to detain federal inmates awaiting court hearings.

The formal charges against Davis include sexual abuse of a ward, accepting bribes and two counts of providing contraband to an inmate. Davis’ case is assigned to Judge James Gwin.

A separate court filing Wednesday showed that Davis’ case is related to a two-count indictment against Bridgett Lumsden that was filed Nov. 9.

The indictment states that Lumsden is accused of providing the correctional officer $20,550 in payments via a mobile payment application to induce the guard to smuggle cellphones to inmates. Lumsden is charged with one count of providing contraband to an inmate and one count of bribery of a public official.

Lumsden’s case is assainged to Judge Sara Lioi. Court dockets show Lumsden appeared Dec. 2 via video before Magistrate Jonathan D. Greenberg and was released from custody after posting $20,000 bond.

According to the Justice Department, the investigation was conducted by the Office of Inspector General’s Chicago Field Office, the Cyber Investigations Office, and the FBI.
