Hubbard couple files federal lawsuit against city officials

YOUNGSTOWN — A Hubbard couple who say horn honking and other types of harassment has been aimed at them for 11 years filed a federal lawsuit naming Hubbard, its law director and a police sergeant as defendants.

Garrick Krlich and his wife of East Liberty Street allege it has been nearly a year since the last time the Hubbard Police Department or other city officials have “made any effort to investigate any of their reports of harassment, stalking, menacing, damage to their property or any of their other numerous complaints and reports.”

The lawsuit, filed Friday and assigned to Judge Benita Y. Pearson, alleges Hubbard Law Director Mark Villano is responsible for filing criminal charges against others but has himself participated in harassment.

The lawsuit says Fisher has been involved in the Hubbard Police Department’s failure to investigate harassment allegations made by the Krichs and also has “encouraged” misconduct against the Krlichs.

The suit also alleges that other city officials have participated in the harassment.

A call and email to Villano and a call to Fisher were not returned Monday.

The lawsuit seeks an injunction compelling city officials to investigate the Krlichs’ complaints, prosecute offenders and asks the court to award damages of at least $75,000 against each of the defendants.
