City man charged after Youngstown protests

Was one of about one dozen arrested Sunday

YOUNGSTOWN — Dylan M. Ferraro, 23, of East Federal Street, was released from the Mahoning County jail Wednesday after his arraignment on resisting arrest and disorderly conduct.

Ferraro was seen on television coverage at the end of a Sunday downtown protest being arrested by Youngstown police who were enforcing the city’s 8:30 p.m. curfew.

He pleaded not guilty and was released on his own recognizance, meaning he did not have to pay anything.

The protest was over the May 25 death of George Floyd, 46, at the hands of a Minneapolis police officer. Ferraro was one of about a dozen people arrested for violating an 8:30 p.m. Sunday curfew and other offenses.

Ferraro could be seen wearing a white T-shirt over an orange long-sleeved shirt and shorts face down on West Federal Street near the OH WOW! Center for Science and Technology.

A Youngstown police report released Wednesday states the arrest of Ferraro began with officers approaching males who had been seen pulling plants from downtown flower beds and removing a decorative flag.

Officers asked them to leave and not do any damage. Ferraro was among males yelling profanities at officers and continued do so after repeated warnings from officers to stop, the report states.

Meanwhile, officers began to chase a juvenile on West Federal Street and then onto Market. Ferraro then tried to stand in the way of a Youngstown officer trying to follow the juvenile in his cruiser.

Ferraro then struck the hood of the cruiser and yelled at the officer as his cruiser traveled past him, the report states.

Once the juvenile was arrested, officers grabbed Ferraro, who briefly tried to struggle but then complied as more officers arrived to assist. Ferraro was taken to jail after a long time on the ground with about a dozen officers in the area.

His charges are misdemeanors of the second degree and fourth degree. He returns to court at 10:30 a.m. Aug. 6.
