Mahoning Children Services elects board officers

YOUNGSTOWN — The Mahoning County Children Services Board has elected Joseph Mosca as chairman and Benjamin McGee, vice chairman.

Mahoning County Children Services is the public agency responsible for investigating and helping abused, neglected and dependent children. Its officers are elected by a majority of the board and serve two-year terms. The board’s nine members are appointed by the Mahoning County commissioners.

Marilyn Montes was elected secretary.

The Rev. Lewis W. Macklin II and Samuel Moffie were recently appointed to the board.

“All of these individuals are a tremendous asset to our community and to this board,” said Randall B. Muth, Children Services executive director. “Collectively, they bring a wealth of knowledge and experience which will enable us to continue to advance our mission and our work in child welfare.”

• Mosca has been a Children Services board member since 2013 and has served as chairman since 2018. He is retired from Youngstown State University, where he served as interim provost and dean of the Bitonte College of Health and Human Services.

• McGee was appointed to the board in 2016 and has served as the vice chairman since 2018. Now retired and serving as an independent education and social service agency consultant, McGee has spent his professional career in education and working with youth.

Prior to his retirement, McGee served as superintendent of Youngstown City School District. He then served as assistant professor, Department of Special Education, Counseling and School Psychology at YSU and was also special assistant to the State Associate Superintendent for Urban Initiatives, Ohio Department of Education, Columbus.

• Montes is the director of operations and compliance for Mahoning Youngstown Community Action Partnership based in Youngstown. She has worked for MYCAP for more than 25 years, and other urban and rural community action agencies and the housing authority over the last 13 years. Montes is a certified human resource professional with experience managing and maintaining compliances in all human resource disciplines. She is also certified in labor management.

• Macklin is a returning member of the board for a four-year term. Prior to his departure and after serving several consecutive terms he led the board as chairman.

Macklin has been an ardent champion for the welfare of children. He served as past national vice president of the One Church One Child, Inc. and local chairman of the Mahoning County’s “One Church One Child” initiative to encourage foster and adoption.

• Samuel Moffie was appointed to the board in 2020 for a three-year term. He is also currently serving as a Poland Village councilman.

For the last seven years, he has served in a variety of roles during his employment with the Youngstown schools. In addition, Moffie has been a small business operator for more than 25 years. He is also the author of five fiction novels.

He is a graduate of Wittenberg University and a Boardman High School alumnus.
