ICE detainee dies in Youngstown prison

YOUNGSTOWN — A Mexican man in custody of U.S. Immigration and Customs Enforcement (ICE) at the Northeast Ohio Correctional Center in Youngstown died of what “appears to be self-inflicted strangulation.”

An ICE statement said David Hernandez Colula, 34, was pronounced dead at 1:49 a.m. Thursday at St. Elizabeth Youngstown Hospital. He was found unresponsive in his cell and efforts by facility staff and emergency personnel to revive him failed.

The preliminary cause of death is self-inflicted strangulation, but the case is under investigation, according to ICE.

Hernandez Colula was taken into ICE custody Dec. 6, 2019, upon release from the St. Joseph County jail in Centerville, Mich., following a Dec. 4 arrest by Sturgis police for an outstanding warrant.

Colula was originally booked into the Calhoun County jail in Battle Creek, Mich., and transferred Dec. 10 to Youngstown to continue his immigration proceedings, according to ICE.

He was previously apprehended by U.S. Border Patrol on Dec. 4, 2014, in Rochester, N.Y., and transferred into ICE custody pending deportation proceedings. He was released on bond Dec. 8, 2014. An immigration judge changed venue to Cleveland after he relocated to Northeast Ohio, ICE said.

ICE said it would conduct a comprehensive review of the case.

The agency previously said it would stop housing immigration detainees at the Youngstown prison at the end of this month.
