Judge deems man still mentally ill

YOUNGSTOWN — Judge Maureen Sweeney of Mahoning County Common Pleas Court followed the recommendation of a clinical psychologist with the Forensic Psychiatric Center in Austintown in finding that Charles Ingram remains a mentally ill person.

The judge is required to have a hearing on “continued commitment” in Ingram’s case every two years.

She agreed that Ingram, 65, of Campbell, should remain free to live in the community with requirements that he continue to receive treatment from Coleman Professional Services and comply with the organization’s treatment recommendations.

Ingram killed his aunt, Louise Simpson-Nolan, 63, in April 1992. A psychiatric evaluation in 2000 showed that he suffered from a type of schizophrenia involving “persecutory delusions and bizarre thinking.” He was deemed not guilty by reason of insanity in 2000.

Ingram will stay under the jurisdiction of the court for the rest of his life unless the court terminates that responsibility.
