Stay-at-home advisories ask for compliance but lack enforcement protocols

WARREN – A health advisory approved Tuesday by the Trumbull County Board of Health is asking people to stay home except in essential situations.

The advisory asks employers to allow work from home whenever possible, beginning Wednesday, and asks people to stay home unless reporting for essential work “or for essential needs such as seeking medical care, going to the grocery store or pharmacy, picking up food or receiving deliveries.”

Health commissioners in Mahoning, Trumbull and Columbiana counties said at an earlier news conference that none intend to issue new orders or advisories to guide establishments ahead of the Thanksgiving holiday, but expect they will follow existing guidelines.

At least one Trumbull health board member, Jack Simon of Girard, admits today’s advisory has no teeth to it.

He said the advisory lacks enforcement protocols, and criticized state and local authorities for not giving the board something to make it more meaningful.

In response to the advisory and a request from the Trumbull County Health Commissioner, Trumbull County school districts agreed this evening to switch to all online, remote learning and to pause winter sports for several weeks.

A similar stay-at-home advisory also was issued earlier today for Mahoning County residents.
