POLAND – Poland Junior Women's League member Emily Ciavarella asked Poland Village Council earlier this week to close several roads during the Lighting of the Green Dec. 5 at Village Hall.
"We have carriage rides and want to use village roads," she said. "For the safety of the children and the horses, we are asking to have a few roads closed to vehicle traffic."
The roads in question are Lee and Cortland streets. Ciavarella said the PJWL is planning the horse-drawn carriage rides and wants to ensure every child gets a ride. To do that, she said the rides need to be efficient, constant to ensure each kid gets to ride and safe for all. She asked Poland Village Solicitor Jay Macejko what she needs to do to get the roads closed to traffic.
Macejko said all that is needed is a formal request sent to the mayor or police department. He said closing the road would require a police officer at each end of the road.
"We will provide people or whatever is needed," she said.
Council President Michael Thompson said, "I don't think closing the street is a big issue."
Council members Thompson, Chris Graff, Laurie LaPlante and Abbie Bosak approved the closings for Dec. 5.
In other business, Thompson said the Graffiti Bridge, which is close to being reinstalled and opened to the public, should have a new name.
"Calling it Graffiti Bridge, it could end up that way," he said.
He said he is afraid that graffiti artists may consider it a place for that kind of art and the new bridge could be covered in graffiti. A discussion was held and Graff suggested hosting a naming contest.
"I don't know off hand what it is," said Poland Forest Board member Eleanor Zedaker, "but the bridge does have a formal name."
Besides the bridge project coming to completion, Mayor Tim Sicafuse reported the Sheridan Road project is completed and was paved. He said while it is a walking and bike trail, it does look like a paved road.
"We have already had a car drive down it," Sicafuse said. "We need a way to identify it as a trail."
One suggestion was to place pillars to prevent vehicle access.
In other business, council:
* Heard from Joan Smith, who said many people cannot hear council members speak at the meetings and she requested the volume on the sound system be turned up.
* Approved by a 4-0 vote to appoint Jerry Anderson to the Architectural Review Board.
* Agreed to hire Donald Packer as part-time status at $16 per hour. Packer helps with leaf pickup and snow removal on a seasonal basis.
* Gave consent to ODOT for the paving of U.S. 224. Macejko said ODOT is paving the road from the I-680 bridge east to the Pennsylvania line. The project is 100% funded by ODOT.
