CANFIELD TOWNSHIP – Trustees voted unanimously this week to oppose the attempt by the city of Canfield to annex 11 acres at the end of Laurel Hills Lane.
The property in question was submitted for annexation by owner On Mark Communities LLC. At a recent city council meeting, it was said the owner wishes to build some high-end single family homes on the property.
At the township meeting Monday, city residents Bob and Christine Gerst said there has been dumping of yard waste on the property. Zoning Inspector Traci DeCapua said the company doing the dumping, an apparent lawn care company, was pulled over and warned by Canfield police.
“They have not dumped again," DeCapua said. "We'll be speaking with the property owner on the matter.”
On the annexation issue, the city was filing for an Expedited Type 2 annexation. Under this type of annexation, the city would provide the property with water and sewer, as well as police and public works department services. In return, the city would collect income tax on the residents of the property, but the property would remain in the township and the property taxes would go to the township.
Trustee Marie Cartwright said city officials did not meet with township officials to discuss forming a Joint Economic Development District (JEDD).
"That was part of a court order back in May of 2007," she said. "The township was granted a judgement when the city bought the Red Gate property."
Since no attempt was made to contact the township and discuss forming a JEDD, the trustees approved a motion to object to the petition to annex.
The motion also noted "the petition does not contain the required accurate legal description of the perimeter, which does not comply with Ohio Revised Code 709.23(E)(1) and O.R.C. 709.02(C)(2).”
In other business, Major Jeff Allen from the Mahoning County Sheriff's Office gave his quarterly report. He said it has been a quiet few months with the growing problems being scams.
"Scammers will spoof the sheriff's office and say a person has missed jury duty," Allen said.
He said many have fallen prey and sent money to the scammers.
As to speeding in the township, Trustee Joe Paloski told Allen the township was purchasing four radar units with signage. He said the units record speeds, time and date. He told Allen he could see to it the date is shared with his department.
In other business, trustees:
* Approved a request for a "no engine brake" sign for state Route 46 near the Leffingwell Road intersection. According to Sen. Al Cutrona's office, the state requires the township to pass a motion to allow the signage.
* Approved the purchase of 500 bundles of five-pound leaf bags at a cost not to exceed $1,125 for the annual leaf collection program.
* Approved advertising for bids to repair the roof at the Public Works Department and Fire Station 3 on Messerly Road.
