COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), FY 2025-2026

Notice is hereby given that the application for Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds for Fiscal Year 2025-2026 (51 st Year) will be available commencing January 16, 2025, via City of Youngstown Website – Community Development Division.

IMPORTANT DATES:

Deadline for Submission of Proposals: Wednesday, February 26, 2025

ESTIMATED AVAILABLE FUNDING:

For Fiscal Year 2025-2026 (beginning July 1, 2025), the City of

Youngstown is expected to receive the following federal funds from the US. Department of Housing and Urban Development (HUD) Preliminary numbers): CDBG – $3,304,685.00, HOME – $612,428.35,

ESG – $301,083.00

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about January 21, 2025 the Board of Trumbull County

Commissioners will authorize the Youngstown Neighborhood

Development Corporation to submit a request to the U.S. Department of Housing and Urban Development Office of Lead Hazard Control and Healthy Homes for the release of Grant Number OHLHM0032-24 Older Adults Home Modification Program funds under CFDA 14.921 of the PY2024 Older Adult Home Modification Grant Program”, to undertake a project known as the Youngstown Neighborhood Development Corporation’s (YNDC) Older Adult Home Modification Program for the

purpose of completing emergency home repairs and accessibility

modifications for elderly, low-income owner-occupant households. The

total funding amount is $1,250,000.00, and covers a combined project area of Trumbull, and Mahoning Counties.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA)

requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Trumbull County Planning Commission, 185 East Market Street, 2nd Floor, Suite A, Warren, Ohio 44481, and is available for review and may be examined or copied weekdays between 8:30 AM – 4:00 PM

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Trumbull County Planning Commission, 185 East Market Street, 2nd Floor, Suite A, Warren, Ohio 44481, or by email to Andrew.Cvetkovich@Co.Trumbull.Oh.Us. Please write OLDER ADULT COMMENTS in the subject heading. All comments received by January 20, 2025, will be considered by the Board of Trumbull County

Commissioners prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The Board of Trumbull County Commissioners certifies to HUD that Rick Hernandez in his capacity as President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these

responsibilities have been satisfied. HUD’s approval of the certification

satisfies its responsibilities under NEPA and related laws and authorities and allows the Youngstown Neighborhood Development Corporation (YNDC) to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the Board of

Trumbull County Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the

request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Board of Trumbull County Commissioners; (b) the Board of Trumbull County Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds,

incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written

finding that the project is unsatisfactory from the standpoint of

environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office at Bricker Federal Office Building, 200 N High St., Columbus, Ohio 43215.
