Frances J. Pegues Carter 1930-2023

YOUNGSTOWN — Frances J. Pegues Carter, 93, passed away Monday, March 20, 2023, at her home, with family by her side.

Frances was born in Youngstown, the ninth of 10 children to the late Paul and Jessie Pegues Brailey.

She matriculated through city schools and graduated from The Rayen School and Youngstown State University.

Frances retired as Trumbull County Deputy Sheriff Chief of Security of the Youngstown Municipal Airport.

Prior to her law enforcement career, she worked in nursing, in social work and community activism.

She was a lifelong member of Centenary United Methodist Church and was very active in The National Council of Negro Women, who honored her as A Woman Of Distinction.

She loved her family, friends, neighbors and giving wise, tested counsel to any in the community.

Frances loved traveling, literally crisscrossing the United States and was most proud of her visit to the Holy Land and South Africa, by way of England and France.

She is survived by two sons, William L. Pegues and Jon O. Burnside; two daughters, Charlene McKay Walker Dunlap (Vernon) and VonCeil Carter Crenshaw (Tony); and a host of grandchildren, great-grandchildren and great-great-grandchildren; as well as nieces and nephews, great-nieces and great-nephews and great-great-nieces and great-great-nephews.

Preceding her in death were her son, Darryl M. Pegues; five brothers, Robert, Paul Jr., Carl, Charles and William Pegues; and four sisters, Elva Pegues DeJarmon (Mark), Mazzerine Pegues Thompson (Leo), Dr. Lillian Pegues Jennings and Elsie Pegues Shannon.

Family will gather with viewing at 10 a.m. and services at 11 a.m. Thursday, March 23, 2023, at the Jaylex Event Center, 2110 Glenwood Ave., Youngstown, with interment immediately following in Tod Cemetery.
