28 tax issues filed for Nov. 8 election in Mahoning

YOUNGSTOWN — Twenty-six tax issues, including 10 for new money, will be in front of voters throughout Mahoning County on the Nov. 8 general election ballot.

Wednesday was the deadline to file for issues and a nonpartisan county court judicial seat for that election.

The county board of elections is scheduled to meet Aug. 22 to certify the issues and Joe Schiavoni, the incumbent and lone candidate who filed for a six-year judicial term.

Those who won the Democratic and Republican primaries on May 3 and Aug. 2 move on to the general election and didn’t have to file any additional paperwork by Wednesday’s deadline. The elections board also will vote Aug. 22 on certifying the two independent candidates who filed to run in the 59th Ohio House District race.

The tax issues that were filed by Wednesday’s deadline include two countywide five-year renewal requests. One is for 0.5 mills for county children services, and the other is 0.1 mill for the care and treatment of those with tuberculosis and related diseases.

Most of the issues are tax renewals.

The 10 additional tax requests are in the village of Beloit; the townships of Berlin, Goshen, Green, Ellsworth, Milton, New Middletown and Smith; the Western Reserve Fire District (Poland); and the Lowellville school district.

The 26 issues are the same as the county had in the 2021 general election. There were 28 on the 2020 general election ballot, 17 each in 2019 and 2018, 21 in 2017, 19 in 2016 and 32 in 2015.

Schiavoni won the 2020 general election over J.P. Morgan, a Republican,to serve the remainder of the county court term, which ends Dec. 31.

Gov. Mike DeWine, a Republican, appointed Morgan to the seat in March 2019 to replace Democrat David D’Apolito, who stepped down after winning a race for the 7th District Court of Appeals.

Schiavoni spent 10 years in the Ohio Senate, including four as the Democratic leader. He was unable to run for re-election in 2018 because of term-limit restrictions. He sought the Democratic nomination that year for governor, finishing third in the primary.
