Boardman man gets 20 years in prison for rape

YOUNGSTOWN — It’s not known whether Jermaine D. Stroughter Jr. vomited at the end of his sentencing hearing Wednesday in Mahoning County Common Pleas Court because of the 20-year prison sentence he’d just received, or if illness was to blame.

But Stroughter, 22, of Salinas Trail in Boardman, shifted his weight between his left and right feet throughout the hearing as he pleaded guilty to the violent kidnapping and rape of a girl, then 14, in March 2018.

Judge Anthony Donofrio handed down the agreed-upon sentence and ordered that it be served at the same time as the sentence of 18 to 23 1/2 years Stroughter received last October in Trumbull County for shooting a pizza delivery driver in Liberty.

It means that Stroughter could spend more time in prison for the kidnapping and rape or could spend more time in prison for the shooting — depending on whether he serves the minimum of 18 years or the maximum of 23 1/2 for the shooting.

He also is classified as a tier 3 sex offender, requiring him to register his address with the sheriff wherever he lives for the rest of his life.

THE CRIME

Kevin Day, assistant county prosecutor, said Wednesday that Stroughter “violently attacked” the victim by pulling her into a car and raping her. The offense occurred March 28, 2018, on the South Side. Stroughter was 19 at the time

Stroughter’s indictment states he kidnapped the girl “for the purpose of engaging in sexual activity” with her against her will.

Stroughter was indicted last April for the kidnapping and rape, as well as a violent predator specification, but the specification and several other lesser charges were dismissed in exchange for Stroughter’s guilty plea on the kidnapping and rape.

The victim did not attend the hearing, and Stroughter did not offer any remarks about the case to the judge.

In the Trumbull County case, Stroughter and another man confronted a pizza delivery driver in April after the driver brought a pizza to an apparently bogus address in Liberty Township. Tre Vaughn Powell, 24, of Alameda Avenue in Youngstown, was indicted as the other man involved in the shooting. His case is pending.

Stroughter and the other man robbed the driver of money and made him lie on the ground. But before Stroughter and the other man fled, one of them shot the driver in the back.

The victim drove back to the pizza shop and was taken to the hospital by another employee. He suffered injuries that were not life threatening.

Stroughter’s lawyer told Judge Ronald Rice during sentencing in the shooting case that Stroughter grew up in Columbus and moved to Youngstown, was surrounded by violence his whole life and had been treated for mental health issues.
