More relief for city schools

YOUNGSTOWN — Youngstown City School District expects between $48 million and $50 million from a third round of Elementary and Secondary School Emergency Relief funds, Chief Executive Officer Justin Jennings announced.

The district has spent $3.6 million of its initial $5.6 million. It also was awarded an additional $22.3 million in federal funds that have not been spent.

Jennings announced the latest funding during his online CEO update this week.

The award is based on the percent of total Title 1 funds each district receives. Funds can support any allowable activity under existing federal funds, including Title I (to support academic achievement), Individuals with Disabilities Education Act, Perkins (low interest loans to help needy students finance the costs of postsecondary education) and others, as well as expenses directly related to the pandemic.

The funding is part of an additional $54.3 billion set aside for the ESSER Fund. The money is part of the Coronavirus Response and Relief Supplemental Appropriations (CARES) Act signed into law Dec. 27, 2020.

None of the money from the second ESSER round of funding has actually been spent yet. Some of those funds will be used to purchase new school buses, heating and air conditioning systems in unidentified buildings and $1 million for the dental lab.

The dental lab will be available for students in the fall, and will be added to two medical clinics at Youngstown high schools and two expected to begin operations in the district’s middle school in the fall.

More than 770 students have signed up to participate in the district’s summer enrichment program, Jennings said.
