HUBBARD TOWNSHIP — Township trustees have voted unanimously to fire Hubbard Township police officer Michael Orr, but he’s fighting the decision.

Orr, who has been on leave since a truck stop incident last fall, was on unpaid leave as of Jan. 22, trustees said.

Orr was put on paid administrative leave in October as officials investigated his conduct with a truck driver during a civil matter at Flying J off North Main Street at Interstate 80. An officer’s body camera video shows the driver holding onto his driver’s license and the officer trying to get it out of his hands. The officer then touches the truck driver’s arm with his handcuffs, the video shows.

Capt. Ron Fusco of the township police said an outside agency conducted the investigation.

Orr filed a grievance in objection to the trustees’ decision on Jan. 19. The case will be heard by an arbitrator, according to Chief Greg Tarr.

Trustee Chairman Rick Hernandez confirmed that after an executive session last week trustees voted 3-0 to terminate Orr, “based on recommendations from Chief Greg Tarr and Capt. Ron Fusco and the evidence presented to us.”

Hernandez said the township officers use body cameras. He said this is one reason it is important for the officers to be wearing their cameras — to see what happens, whether it helps the officers or the public.

Hernandez said Orr could be seen in a body camera video hitting the driver with his handcuffs in his hand,after yanking the driver’s license from the driver’ás hand.

Officials said Orr has received warnings in the past about getting along with co-workers and anger management issues.
