Extra energy for Leap Day? That's funny. The sun rises, the sun sets, it doesn't matter what number you put on it, it's still just a day in your life. You aren't paying extra for Leap Day, you are paying the same amount you would if they called it March 1 or December 32. Interesting logic, though.
