Eileen Dray-Bardon, the head of the Columbiana County Department of Job and Family Services, said she will have to return to the ballot in November to again seek additional funding for her agency. With 80 percent of the precincts reporting, some 14,196 votes cast were against the1.5-mill levy, with 8,573 voting for it. She said there had not been a great deal of time since the levy was placed on the ballot to get out to support it.
