Tom Humphries of the Youngstown-Warren Regional Chamber discusses the current trends in unemployment.

Tom Humphries says "our full employment rate's probably around 7%" .
This is a startling admission . It means that a huge number of people in the Mahoning Valley, disproportionately from Youngstown lack the employability necessary to take up jobs in the new economy .
It means many companies will have to limit their expansion because they can't find workers . This is urgent already in some skilled job categories , but Tom Humphries is implying that Valley industries will "hit the wall" when only a further 4,000 or so of the unemployed are employed .Then new workers will have to be imported at huge cost . It means there will still be blighted , crime ridden neighborhoods in Youngstown in years to come at 7% average unemployment - which probably means 2% for some groups & 20% for others .
Registering vacant & rental houses will have no effect on blight . The Sherrif may fill his 150 bed jail & it will do nothing also . The cure for blight is economic development & workforce development.
To achieve this end , some existing institutions involved in education & economic development need comprehensive rebuilding.
