I learned long ago that the secret to business is how you buy and not how you sell. Yes, you buy at the bottom of the cycle, if you know it's the bottom. That being said, are you saying that the city did not pay an inflated price for the land? How marketable is contaminated acreage? Furthermore, is it legal for the city to speculate with public funds? Thank you in advance for your answers.
