How wrong palefoot... It's a great business move by Penn National. They already have casinos being built in Toledo and Dayton. The fact that casinos have also been authorized in racetracks throughout the state (pending appeal) would mean that Penn would have 2 casinos in both cities, competing against each other.
It makes perfect business sense to move the racetracks,and thus the casino license to Youngstown and Dayton. Two cities that were ignored when the casino amendment was placed on the ballot.
