Mooney leaves little doubt

Ohio should think about creating districts (leagues) for all sports. ALL high schools that want to compete in sports would be assigned to a district (league), that would be based on the ENTIRE ENROLLMENT (male & female) of that school. Each district (league) would be made up of schools as close as possible geographically as well as enrollment size. All district champions would make the playoffs. Separate public and parochial districts (leagues), divisions and playoffs. Realign every 2 years to allow for enrollment changes. Allow parochial schools to petition the state to compete in public districts (leagues). This would create a level playing field for all and give all teams a shot at making the playoffs.
