What businesses, Old MAn? That plan has not worked thus far. If businesses want to relocate into Youngstown a small fee is not going to keep them from soing it. Address the crime and the infrastructure of the city. lower taxes and you will draw more business.

I should sue this guy for the emotional trauma his "poor little dogs" caused my daughters. Guy it is your fault the dogs got out. Put in a dog run or keep them inside the house. Bottom line is that you did not have control of your dogs if they were able to get out with out you knowing about it!
