Sounds to me like the private donations are doing just fine. If that 12k in taxpayer funds goes to cover those 98k meals served, that's about 12 cents per meal. That 200k in private funding covers a little over two dollars per meal.
What do you say everyone in Youngstown and the surrounding communities give one dollar, just one dollar to St. Vincent dePaul and then they won't need those taxpayer funds and will have a huge food pantry.
Many of you are missing the whole point here. Ryan, and many conservatives, have repeatedly said that if we are serious about reducing government spending, then communities have to be serious about making up the shortfall.

Is big government and more spending good? If so, why? You have the choice of personal liberty or state sponsored equality. Which would you choose and why?
I don't bemoan the lack of compromise at all. I welcome it. You need to let go of the bugaboo of the Tea Party.. the majority of the Republican Party will still try to get along.
