The Humane Society of Columbiana County is in a "commercially" zoned location, next door to a large convenience/fuel business and within a quarter of a mile from a massive meat processing plant. It is housed in a former veterinary clinic. There is more to this story than reported here. Everyone is entitled to their opinion but having all of the facts makes the opinion more respectable. Humane society facing barking complaint
