The neighbors bear some responsibility here. We are all in this mess of a world together and every one of us is responsible for the problems if we know or suspect something and don't DO SOMETHING about it.
The problem with that, jmpt37, is that they won't deduct it from your bill. It will just keep adding up until they shut off your power for non-payment. My solution is to accept the bulbs, continue paying your bill when it comes and to simply deliver your households' weekly trash to one of their facilities. This will save you far more than $.60 a month.
Most people who attempt to talk-n-drive can't falkin drive! They deserve to get a ticket, have their cell phones smashed and ear-buds inserted rectally, by force.
We should all begin delivering our household garbage to the nearest First Energy facility; i.e. power sub-station, office building or maintenance building. They can incur the cost of clean-up and we can save trash collection costs. This should make them think twice about stupid sh*t like this!
All around us, drug dealing thugs are robbing, raping and killing each other as well as innocents and B'man detectives are investigating a couple of dudes that smoke pot and sell cars 'on time' and hold the titles until they get their money. Huh?

Prison is so expensive! Castrate all rapists and sew their sac's onto their chins. Then set them free.
