How awful for Ms. Fletcher. I know it's been said before, but there should be higher penalties for speeding through school zones. They double fines in construction zones, are they higher in school zones?
One side note, not to diminish how tragic this is, but people who are contributing to the fundraisers should be aware that since this occured while she was on the job, all of her medical bills should be covered under Ohio workers' compensation. I'm sure her family will still need help with other expenses, but I don't want people to be misled by the comment about her not having health insurance.
A 150 pound dog is not a defenseless baby and it is not the same thing at all. That dog bit someone and the owner new it. The owner had to know he was putting people at risk by leaving that dog tied up in the parking lot. What if a family had come in the morning to look at animals and a child had gotten too close? Not to mention that no one who really loves their dog would tie it to a dumpster and leave it. There are signs posted on the door of the shelter advising people what to do with an unwanted dog and there are phone numbers listed. All he had to do was hold the animal overnight in his house or garage or somewhere and someone would have been available to talk to him in the morning. The pound takes dogs on demand anytime during their business hours, Angels for Animals does not. They are a private shelter and only take dogs when arrangements are made in advance. The general manager of Angels said on WFMJ that they couldn't even get the dog inside the building without sedating it. This is a shelter operated mostly by volunteers, not animal control. They are not equipped to handle vicious animals. I'm sorry for the owner's problems, but yes, he showed bad judgement, and he knowingly put people at risk, and yes, he should be held responsible.

The owner told Struthers police he would keep the dog locked up, but instead, he drove it to Angels for Animals at 10:00 at night and tied it to a dumpster. The shelter is open 5 days a week to talk to people about taking their animals. Tying a dog to a dumpster and leaving it is illegal. And tying a known vicious dog to a dumpster and leaving it to attack an elderly volunteer is unconscionable.
