Here is the BIG difference. The State of Ohio is dictating the terms of the agreement with the tracks and not the other way around. The tracks need some rock solid assurances that the slots will be pulled from them on a political whim.
The State of Ohio will not get a better deal on slots than right now since the State of Ohio can make sure it gets the terms it wants!!
