much of this money has been put aside for ACA which is going to largely increase the burden on states medicaid and for which there is still much uncertainty. this man is smart to be putting back this money until we see what happens...as no one really knows. stop supporting school levies and make them reduce the supers and administration salaries. people will learn to live within their means ONLY when forced to do so.
