Actually dawgalong, the little old lady that lives on the south side of Youngstown next to the crack house is not affected. The article states the grant is for Trumbull and Mercer county and Youngstown is in Mahoning County.
Just as an FYI, the little ole lady you refer was probably one of the first in Ohio to have high speed internet access supported by fiber optic cable. Time Warner used their Northeast Ohio infrastructure for the first installation of cable high speed internet access. I don't know exactly when, but I think that happened fifteen years ago.
