Youngstown will receive $1.8 million from the Federal Recovery Act Grant Program for Law Enforcement; and Jay Obama Williams will still under fund the police department and say layoffs are necessary. BTW isn't there a safety forces tax in place that really should be recended since Jay wants to layoff the police?
