Get your facts straight. The State Highway Patrol is just that; a HIGHWAY patrol. They are not a "state police" agency as found in other states with jurisdiction to take part in the tasks that you mention unless requested by another law enforcement agency. They pull over "working class people" such as yourself because you are breaking the law by speeding. As of 8/18/2010, the Highway Patrol has made 2,231 felony arrests as a result of effective traffic enforcement.
There are 2 possible reasons the man wouldn't identify the shooter 1) it was one of his family members or close friends and didn't want them to get in trouble and 2) he was doing something illegal, or being associated with people he shouldn't have been around in the first place. Therefore, he was implicating himself in some type of criminal behavior if he gave a statement to police. The "code of the streets" = no snitching
anyone who has ever been to Movies 8, who has a similar policy, knows that the kids congregating in groups of this size causes serious problems and potential threats of safety to other. Keeping the "riff-raff" out is important to the safety of others...look at what happened at the St. Charles festival 2 years ago.
the government should have absolutely zero say in whether or not I have to wear a seatbelt or even a motorcycle helmet for that matter. If they could actually think of constructive ways of being fiscally responsible then there would be no "speeding cameras" and they wouldn't be allowed to issue citations for not wearing a seatbelt.
I forgot one more thing allstar, delinquent is a term for acts committed by those UNDERAGE. Once your 18, there's no such thing as delinquent behavior, it's then dubbed CRIMINAL BEHAVIOR.
Hey allstar, I bet it's all the white kids from the suburbs that steal everything from the mall and break into cars in the WallMart parking lot as well. I'd be glad to take the trade of keeping all the white kids in the suburbs that cause all of Youngstown's "problems" for the real criminals, crooks and thieves who come to Boardman and are ruining the township.

Many give a thumbs down to teen policy at Tinseltown
