They give study sessions in hopes of hiring black people. They eliminate better white candidates just to get to a black candidate whose further down the list. They do everything besides take the test for black people.
The only way to improve this city is to take each job opening serious and to hire the best candidate regardless of skin color. Also, stop hiring sons and other family members of current employees if they are not the most qualified.
