the number of youths in DYS have dropped because they are no longer putting dangerous criminals in there! The Mahoning County JJC has an outpatient sex offender program for juvenile sex offenders. They are not even putting them in residential centers-where they used to go for 6 months or even years following their sentence in DYS! This is the treatment these juveniles need and require-but no money in the budgets and they are loose on the streets-with statistics saying they are most likely re-offending!
