FYI Youngstown does pay for their own prisoners just like every other city does. The taxes paid by the city fund the jail. Youngstown, due to not having their own jail, was paying EXTRA to guarantee space for prisoners they brought in. Let me expalin further. Every city has the right to bring prisoners to the county jail because their taxes pay for it. But the county has the right to release their prisoners based on a number of things which include but not limited to; offense committed, serious of offense, how crowded the jail is, type of committment by the judge or just arrest etc etc. Youngstown basically said hey, we want guaranteed space for our prisoners so if we pay you x amount per prisoner we bring in so you dont release them. So basically Youngstown was paying double for the same benefit as any other city has with the county jail. Youngstown just wanted guaranteed space.
Now that Youngstown is in financial worries they dont have the money to guarantee prisoner space anymore. What does that mean? They will still bring prisoners there, just like every other city does due to the taxes we pay. However Youngstown's prisoners dont have guaranteed space anymore and will be subject to release just like every other prisoner brought there by every other city. Capeesh?
